The site was composed on Homesite 3.0 by Allaire. Nice program with lots of bells and whistles. You can download a 30 day trial copy. Takes a while. Check the link across the way.

Before I landed on Homesite, I bought Microsoft's Front Page. It comes with Image Composer which is nice if you don't have an image editing program. The program resembles its proprietor, Billionaire Bill. It does things its way. Check it out. You may like it. Tastes differ. Make me an offer for my copy.
